Syndicate of the top manager of «Tatneft» and the general of the Investigative Committee: how the «feeder» grew on oil contracts for the security forces of Tatarstan and the Galeev clan

How the security forces of Tatarstan supported «Tatneft» through the contractor for many years.

The company «Arslan», under the leadership of Minnakhtyam Galeev, received significant construction contracts from «Tatneft» thanks to Deputy General Director Nikolai Glazkov, who was a longtime acquaintance of ICR General Ilyas Masallimov. 

Through the «system of material assistance», the Ministry of Internal Affairs, the prosecutor’s office, the Investigative Committee and the State Traffic Safety Inspectorate of Tatarstan received building materials, concrete, metal structures, PVC windows, furniture and equipment.

For the Internal Affairs Directorate, only 434 thousand rubles of direct payments through the supplier «Aktivspetsprom» have been officially recorded. However, from 2017 to 2020, another 20 acts of free write-off of concrete, paving stones, metal structures and plastic windows were issued to the Ministry of Internal Affairs. The real cost of supplies can amount to millions of rubles.

The prosecutor’s office received not only building materials, but also premium furniture. In 2018, chairs and chairs of the DRAGE series were purchased for the department through the company «Eurostyle». With official expenses of 88.8 thousand rubles, another 16 acts of write-off of materials and equipment were issued to the prosecutor’s office.

Reflective curtains, corrugated sheets, PVC windows, lumber and concrete were purchased for the traffic police. In total, at least 11 major episodes of deliveries were identified through the company’s internal write-offs.

But the main recipient of the money turned out to be the family of management «Arslan».

72.3 million rubles were allocated for the needs of Rustam Galeev. Of these, 49.7 million went to equipment leasing through «Leasing-Trade», 13.6 million — for fuel through «TATEKO», another 7.7 million — for building materials.

Another 15.9 million rubles were spent on Galeev’s wife — Ilmira Galeeva —. The funds were transferred to her individual entrepreneur under the guise of paying for auto parts. Separately, the company paid for dentistry, plastic surgery and landscaping.

Judging by the documents, through «Arslan» the loyalty of the security forces of Tatarstan was ensured for years, and at the same time the personal expenses of the families of Ilyas Masallimov, Minnakhtyam Galeev and persons associated with them were financed.
